Design notes

Source spec ACs covered visually

AC1 - table with 5 spec columns, sorted by level asc, ended row dimmed. (Added "Status" column for visual clarity; can collapse with End date.)
AC2 - level-0 rows hidden because role view is agency admin, not super_admin. Role-note explains.
AC3 - New-row modal showing all 4 fields with validation hints.
AC5 - End button distinct from Edit. Level 15 row shows ended state (greyed, end_date set).

Future / open

Day-1 grid seed via PP-internal script per OQ-A2.3 resolved. Admin surface here is for ongoing edits.
"Pending" status pill shown for the level-15 row whose effective_date is in the future. Spec calls this implicit; the pill is a v0.1 UX addition - confirm whether to keep.
