Design notes

AC1 - agents table (added Email column for clarity since it joins admin_users per static req).
AC3 - state authorization matrix on agent detail. Per-cell upsert (no bulk save).
AC5 - Tom Barnett row dimmed = inactive.

Bulk state authorization (e.g., "authorize all 50 states") - per §4 out-of-scope. Per-cell only in v1.
The matrix in real life is wider (50 states × N carriers). v0.1 shows 8 sample states for layout review. Real build will horizontal-scroll.
Product appointment tab not mocked yet (same component pattern, single-column checklist of products). Add in v0.2 if needed.
